Státní politika v oblasti spotřeby alkoholu

Bachelor thesis deals with the state of alcohol consumption in the Czech Republic in years 2007 to 2014. Alcohol consumption data are obtained from an official database of the Czech statistical office called Household Budget Survey focusing on households. The factors influencing alcohol consumption are characterized based on household's conditions. The critical factors are found to be household status, type of household, number of children and place of resident. Furthermore, the influence of government regulations on alcohol consumption is analysed in order to provide recommendations for their effective enforcement.
Film incentives in the Czech republic

This thesis focuses on film incentives in the Czech republic and conditions of their implementation. The main task is to analyze the effect of state film incentives on volume of film production and to analyze economic effects of film incentives on state economy. The first part describes basic terms connected with film incentives, the way they work and reasons and results of their expansion. In the next part the regulatory impact assessment (RIA) of film incentives made by company EEIP for the Ministry of Culture of the Czech republic is analized. Then empirical analysis conducted with econometric model and linear regression is made to determine the effect of film incentives on volume of film production in the Czech republic. In the next part a critical analysis is used to revise results of the RIA. Along with the revizion of the results, own estimations are calculated. In the final part those estimations and the results of the RIA are both compared with real data.
Independent Regulatory Authorities in the Czech Republic from 2001 until the Present Day

This work is will deal with the amount of costs and personal provisions with a view to the performance of regulations of independent regulatory authorities in the Czech Republic from 2001 until the present day. Independent regulatory authorities are characteristic for their specific placement within the hierarchy of state administration, their independence from the political will, and they are financed from the state budget. This work aims to find out what is the proportion of costs related to the output of regulations of independent regulatory authorities to the overall costs linked to the output of state administration, and analyze the development of this indicator in the aforesaid period. In the same way, the development in the personnel area will be analysed. As the source for data analysis will be primarily used annual reports of selected regulatory authorities, The Czech Statistical Authority and Ministry of Finance. The amount of regulations by the state and reinforcing or streamlining of the functions of the state administrations -- these are the topics of constant scholarly discussions both in the economic and political fields. At present, The European Commission requires that the Czech Republic establish two new independent regulatory authorities in the fields of railway transport and water management. The reason to establish an independent regulatory authority shall be to make sure of equal conditions of liberalized market of railway transportation and functioning of independent regulatory authority in the water-management field, as stated in the conditions of European Commission for subsidizing in the period between 2014 and 2020. The theoretical part will define the terms of regulations and describe the concepts of economic theories related to the regulations controlled by the state. Furthermore, the theoretical part will focus on definitions of independent regulatory authority and will describe the historical development of independent regulatory authorities. The practical part will concern itself with the institutional and legal framework, competency and activities of independent regulatory authorities. Furthermore, their budget and personnel aspects will be analysed. The goal of the Thesis is to analyse the development of costs and personnel scope of independent regulatory authorities with a view to the overall costs linked to the state administration and to the overall personnel provisions of the state administration in the mentioned period.
State regulation of pharmacy industry. Neccesity and needful?

The thesis deals with the matter of state regulation of pharmacy industry. As a part of public health where on one side stands the lobby of private pharmacy corporatians and on the other hand the public interest of state, the pharmacy needs a regulation -- the question is how much. Purpose of the thesis is to look on whether the contemporary rate of regulation is really necessary and whether it would be possible to find areas requiring stricter regulation or rather the lower regulation and whether there exists an atmosphere opened to dialogues and finding compromises. The theoretical part contains a description of whole branch and a detailed analyse of registration process and state's price regulation. Analytical part identifies and introduces problematical issues and finds an answers to given questions. As an assessment of the answers, the thesis leads out to such common issues which can reach a compromises and through them gradualy decline the number of disputative areas.
Nordic countries and their restrictive alcohol policy with a focus on Sweden

The Nordic countries are known for their restrictive policies towards alcoholic beverages. For many years they have experienced high levels of alcohol consumption per person. These countries, therefore, decided to tackle this problem by monopolizing the alcohol trade, however, this carries with it many other unexpected consequences such as reduced quality of alcohol, increase in prices, etc. In my work I will try to find out whether these strong restrictions or alcohol trade monopolization successfully lead to the goal of reduced consumption of alcohol per person. The introductory part focuses on a historical search of market regulation -- the advantages and disadvantages, and also industry monopolization, which plays an important role in the Swedish alcohol policy. The thesis analyses the first restrictions that originated in the 1850s, partial prohibition established in 1917 and the current "new alcohol policy". I will try to describe the basic principles, and what instruments were used to set the alcohol policy. The conclusion of the thesis describes what potential changes may occur in the collapse or privatisation of these monopoly sales. The aim of this work is to determine whether this policy has been successful and whether more states should follow it
The analysis of regulatory functions Czech telecommunication office

The thesis will focus on the question what the measure and the form of regulation should be. This issue will be applied to the case of the Czech telecommunication office. In the theoretical part, the definition of regulation, as well as its impact will be defined. This section will reflect the opinions of experts from different economic schools on regulation, as well as the impact of selected regulatory interventions throughout the history. The practical part will discuss the analysis of the Czech telecommunication office from the point of view of historical evolution, and in particular the regulattion authority. In addition, the regulation mechanism shall be discussed alongside the influence of European regulation authorities that regulate the Czech telecommunication market. The thesis will also deal with the jurisdiction of the office and its contributions, as well as its negative impact on the economic activity in the private sector. The aim of the thesis is to analyse the role of regulation in the development of selected spheres of action of the Czech telecommunication office. The office will be analysed both with an emphasis on the changes in the role of regulation, as well as the efficiency of its interference in the market. Special care will be taken to ensure accuracy in the use of the designated means for regulation and whether relevant market really failed whilst conducting the analysis.
Privatizace veřejných vysokých škol v ČR

Ve své bakalářské práci bych se zaměřím na výhody soukromých vysokých škol (dále už jen SVŠ) oproti veřejným vysokým školám (dále už jenom VVŠ). V první části se budu zabývat zejména srovnáním českých vysokých škol se světovými a zejména pak s americkým terciálním vzděláním. Pozastavím se nad problémem, proč jsou SVŠ v České republice zatím veřejností chápány spíše jako alternativa k VVŠ a to až jako druhá alternativa. A ne jako prestižní záležitost jak je tomu ve světě. Diskutovat budu i téma přechodu z VVŠ na SVŠ. V analytické části budu dokazovat, že privatizací se vymýtí byrokracie z řad učitelů, zvýší se motivace studentů v důsledku finanční zainteresovanosti jich samotných, odstraní se současná stagnace v oblasti rozvoje inovačních prostředků samotných vysokých škol. Rovněž se zameřím na vliv státní regualce akreditací na rozvoj (spíše stagnaci) soukromých vysokých škol v ČR.
The transfer of hospitals into the stock companies

This work deals with the transfer of the hospitals into the stock companies. These used to be under the state control, they have been regulated, but nowadays they are in the process to become the stock companies owned by the private or public sector. From this point, we can see the regulation was not effective and that is why they are beeing transferred into the private ownership. At the beginning of my work, there is described the state regulation and the changes which had happened after their transfer into the private companies. Furthermore, I deal with the issue of why this change has happened. In the following part I demonstrate the transfer into the stock company in the particular case of Pardubice regional hospital. In the final part of my work there is the evaluation whether the change was for better or not; if it was economically more advantageous to regulate the state hospitals or to transfer them into the private ownership.
Dopady státního monopolu na český telekomunikační trh a jeho liberalizace

Tato práce se zabývá problematikou státních regulací a liberalizačního procesu. Vše je pak prakticky ukázáno na příkladu českého telekomunikačního trhu. Dokládá, že telekomunikační trh není typickým příkladem přirozeného monopolu. Poukazuje také na silné státní zásahy v této oblasti, které měly negativní vliv na nastolení konkurenčního prostředí. Ukazuje, jak spletitá a náročná byla cesta českého telekomunikačního trhu při jeho liberalizaci a jaké byly nejvýznamnější kroky, které tento proces ovlivnily.
